How to Read the WHO Report on COVID

The World Health Organization recently released a report calling “extremely unlikely” the idea that COVID-19 originated from a biohazard lab in Wuhan, suggesting instead that the virus either originated as a zoonotic event, within the frozen food transport system, or outside China entirely. The Biden administration, so far, has responded with expression of (in its own words) deep concerns over the transparency of the report. We spoke with Emily de La Bruyère, senior fellow at the Foundation for Defense of Democracies and co-founder of Horizon Advisory, to discuss how to understand the report and what it might mean as the U.S. looks ahead both on China policy and on pandemic response.
